Till last year, the Indian Ministry of External Affairs did not show Indian origin population in Pakistan in any unclassified document but now a very long list is held by some of Indian Ministries to activate them for a grand job after granting them Non-Resident Indian (NRI) and Person of Indian Origin (PIO) statuses. A list maintained by Indian authorities include names of top ministers, politicians, bureaucrats, military leadership, judiciary, government officials, academia, businessmen, members of Security Exchange Commission of Pakistan and Stock Exchanges, religious leadership, philanthropists and others as well as their family members.
Sources in Indian Ministry of External Affairs shared information on the condition of anonymity that PIOs population in Pakistan, who are referred to as Overseas Indians and had illegally migrated to Pakistan between period 2015 and 2025 is 5.2 million. The list includes thousands of Indian nationals brought through officials channels including the Bahiris and family members of Pakistanis living in India. Ironically, the Ministry source added that list of NRI is even longer and is being worked upon as it also included those who migrated from India to Pakistan during partition in 1947 and later on. He hinted that majority of top brass of judiciary; military and political leadership falls in NRI category.
The said development of maintaining lists is also linked with 10th March 2026; India’s Union Cabinet approved amendments to Press Note 3, a regulation that mandated government approval on all foreign direct investment (FDI) from countries sharing a land border with India. Other amendments are in the pipeline that would expose other ingredients of plan. The revised framework now allows investors with non-controlling beneficial ownership of up to 10 percent to invest through the automatic route, where no prior government approval is required at the time of investment, subject to applicable sectorial caps. A sixty-day timeline has also been introduced for processing investment proposals. The Indian Ministry of External Affairs source disclosed that a Pakistani top minister during his repeated visits to Iran held meetings with head of Indian Research and Analysis Wing (RAW) posted at Indian Counsel General Zahidan at Ayatollah Kafemi Avenue but now operating from Masshad and former promised to dissolve Capital Development Authority and handover bulk of lands between Islamabad and Kohala worth billion of dollars to dual nationality holders PIOs settled abroad on the pretext of Foreign Direct Investment (FDI) in housing and agro sectors.
If we recall, the foreign investment in India was governed by the Foreign Exchange Management Act, 1999 and the rules and regulations thereunder (FEMA), including the Foreign Exchange Management (Non-debt Instruments) Rules, 2019 (amended (NDI Rules). Accordingly, all Indian persons (including Indian companies) either looking to receive foreign investment or having foreign investment were required to comply with these laws and regulations including entry route norms, sectorial caps, investment limits and pricing guidelines. Now Indian government reviewed its foreign investment regime of India to play “bordering countries card” to take control of entire investments, businesses and properties in Pakistan, China, Afghanistan, Bangladesh and other nations.
In a recent statement Pakistan’s Interior Minister and de-facto Foreign Minister, Mohsin Naqvi declared with pride that “Mamdani and Sadiq Khan will now come to Pakistan,” and emerge in Islamabad as the country heading for a new province of Islamabad. Acquaintances in various communities in USA, Canada and UK informed that Zohran Kwame Mamdani mayor of New York City belongs to Imami Ismaili community of Indian descent while Mayor of Sutton Muhammad Sadiq, a Kashmiri state subject maintains close links with the Ahmadiyya Community, especially Ahmadiyya Muslim Youth Association. The February 2026 meeting Mayor of Sutton Muhammad Sadiq with Ahmadiyya Community leader Mirza Muhammad Mansoor Ahmad at the City Hall, UK brought a lot of hopes for the community when Muhammad Sadiq extended his all out support to the community. No Pakistani should have any objection if people like Mamdani and Sadiq Khan emerge as leaders in Pakistan through fair and transparent popular votes if they adhere to the constitution of Pakistan but Indian game plan is to build Islamabad province as a secular, religious and sectarian minority province with clear majority of minority community in Islamabad through a drive where members of minority communities from abroad are being settle in Rawalpindi/ Islamabad to demographically overpower the local communities.
Pakistan is a united strong nation on the basis of Ideology while its minority is as loyal as any other Pakistani citizen but attempts are being made to create smaller provinces on ethnic and sectarian grounds in the names of governing-models of India, UK and USA. One wonders if Indian RAW is behind recruiting Pakistani origin Indian nationals in Pakistani assemblies, ministries, organizations like National Database & Registration Authority (NADRA), Directorate General of Immigration & Passports and boards and municipalities to bring change in national policies to accommodate minorities and transgender from India, Iran etc and those settled abroad to bring a demographic change in new provinces, what the Pakistani strategic planners and agencies are doing? The abrupt and senseless hundreds of constitutional amendments, the abolition of Pakistan Public Works Department (Pak PWD) and other department, sale of all the properties and assets belong to Federation, raising new duplicate Islamabad High Court building at the Constitution Avenue in Islamabad, establishing of Federal Constitutional Court in the building of Federal Shariat Court at Constitution Avenue, and now attempts to dissolve Capital Development Authority presents a gloomy picture and reflects how safe can be the other ministries and sensitive organizations in Pakistan.
