Why UNO is silent over breaches of its Resolutions?

A man called Trump, wanted the people of America to feel proud of being Americans. He planned honourable pullout from all foreign lands leaving behind mere security apparatus to protect American business interests. This strong charismatic man faced defeat everywhere because of rival Pentagon and US Intelligence apparatus

. His orders to pull out from Afghanistan in end 2019 and Iraq in early 2020 were reversed due to self engineered incidents supporting continuous deployment. In the latest development, President Trump’s decision to authorize the drone strike that killed Iranian intelligence commander, Major General Qassem Soleimani is not attributed to the known chronological events that form the part of every reports, every book and every lecture but some bitter facts that do not match established stories about the 9/11 hijackers and Major General’s Soleimani loyalty with either Americans or Iran. After the fait accompli, President Trump explaining the need to carryout airstrike that killed Major General Qassem Soleimani, tweeted, we took action last night to stop a war. We did not take action to start a war and America does not seek regime change in Iran. Vice President Mike Pence also tweeted, “Soleimani helped 10 of the men who would go on to carry out the 11 September 2001, attacks cross through Iran and enter Afghanistan. One wonders has someone pondered the very serious charges against Iranian leadership and the American intelligence community.    

            Now the US is facing serious breaches of UNO Charter and UNSC Resolutions. In the recent development, Iraqi foreign ministry has lodged complaint with the United Nations Security Council (UNSC) over American air strikes on Iraqi soil that allegedly killed PMF militia leaders and an Iranian General. The session of UNSC is scheduled on 9th January; however, Washington has leveled restrictions on Iranian Foreign Minister from entering US to address the UNSC meeting. The US is bound to allow the officials from members state visiting UNO headquarters at New York under 1947 Headquarters Agreement. It is interesting to note that President Trump recently tweeted, “Let this serve as a warning that if Iran strikes any Americans, or American assets, we have targeted 52 Iranian sites, some at a very high level & important to Iran & the Iranian culture, and those targets, and Iran itself, will be hit very fast and very hard.”

It is hard to reach to a conclusion that Iranian General Qassem Soleimani was really killed in an 3rd January airstrike in Baghdad. If we track back, the US Treasury designated Brigadier General Qasem Soleimani, Commander of the Qods Force and others under E.O 13382 on the basis of their relationship with IRGC and Annexs of UNSCR 1737 and UNSCR 1747 as key IRGC individuals. Resolution 1747 (2007) was adopted by the Security Council on 24 March 2007, which added Iranian Revolutionary Guard Corps key persons including Brigadier General Qasem Soleimani (Commander of Qods force) in the sanction list.

The Resolution asked all states to exercise vigilance and restraint regarding the entry into or transit through their territories of individuals who are engaged in providing support for Iran’s proliferation sensitive nuclear activities or for the development of nuclear weapon delivery systems, and decides in this regard that all States shall notify the Committee about entry into or transit through their territories of the persons designated. In the event that Iran has not complied with resolution 1737 and 1747, adopt further appropriate measures under Article 41 of Chapter VII of the Charter of the United Nations to persuade Iran to comply with these resolutions and the requirements of the IAEA. Article 41 states, the Security Council may decide what measures not involving use of Armed Force are to be employed to give effect to its decisions, and it may call upon the members of the United Nations to apply such measures. These may include complete or partial interruption of economic relations and of the rail, sea, air, postal, telegraphic, radio and other means of communication and the severance of diplomatic relations.

Is “Major General Qassem Soleimani dead or alive” is a question difficult to answer at this stage. There are many probabilities about chances of his life. Airport protocol officer namely Mohammed Reda Aljabery had come to the airport to receive high level delegation. When they boarded on cars, rockets hit the targets near the airport's cargo hall, killing several people. Interestingly, Iraqi Foreign Minister Javad Zarif tweeted, that US' act of targeting and assassinating General Soleimani who was most effective force fighting Daesh (ISIS), Al Nusrah, Al Qaeda is extremely dangerous and a foolish escalation of international terrorism. It is strange the Iranian Foreign Minister’s statement was too cool to address an enemy country and murderer of his Army’s top General, which is indicative of the fact that both were on same page. It is time that United Nations Organization must act and stop supporting the dirty world politics.
